Philbert is a bell buoy who only appeared in the episodes Sunshine and Pirate.
Biography[]
When Top Hat and Warrior were to be partners to catch the pirate that was stealing barges, Warrior accidentally bumped into Philbert. Later, as the Pirate Tugs passed Philbert, they muffled him by covering him up with a tarp so that nobody would see or hear him when they carried out with their plans.

- Philbert's name was only visible on his rear end, and as such, is the only known buoy with a name. He is also the only buoy that had a speaking role.
- Philbert wears a hat that is similar to Bell Boy's. This is a joke about him being a "Bell Buoy".
- Philbert is the only buoy known to wear a hat.
- He has the largest role of any buoy.
