The Fuel Depot Manager is the manager of The Fuel Depot. In a similar fashion to other human characters in TUGS, he only appears as a megaphone sticking out of his office window.
In Bigg Freeze, he told Zorran that filling up his fuel barge would take a lot of time due to the cold weather.
